The fact-finding panel of the Office of the Ombudsman has found enough evidence to file criminal and administrative charges against former First Gentleman Jose Miguel Arroyo and former Philippine National Police (PNP) Chief Jesus Verzosa, as well other alleged “conspirators” in the anomalous purchase of two helicopters for its Special Action Force in 2009.
Ombudsman Conchita Carpio Morales approved the investigation report recommending the conduct of preliminary investigation and administrative adjudication on the alleged anomalous transaction.
Besides Arroyo, former police officials facing graft raps are former PNP chief retired Police Director General Jesus Verzosa, former PNP deputy Chief for Operations retired Police Deputy Director General Jefferson Soriano, former director for comptrollership retired Police Director Romeo Hilomen, former director for logistics retired Police Director Luizo Ticman and former director for research division retired Police Director Ronald Roderos.
Meanwhile, Director Leocadio Santiago Jr., Police Director George Piano, Police Chief Superintendent Herold Ubalde and Police Senior Superintendent Lurimen Detran who are still active in the service are also included also include in the recommendation.
Other respondents are former Interior and Local Government secretary Ronaldo Puno, Conrado Sumaga Jr., former Napolcom staff service chief of installation and logistic service; MAPTRA (Manila Aerospace Products Trading Corp.) president Hilario de Vera, LionAir Inc. head Archibald Po and Renato Sia of Asian Spirit.
It can be recalled that the charges were filed against Mike Arroyo et al by the national police since the sale of the choppers exceeded P50 million.
The PNP’s fact-finding team had recommended the filing charges against 27 people from the Bids and Awards Committee, Negotiation Team, and Inspection and Acceptance Team who played key roles in the purchase of the second-hand helicopters passed off as brand new.
Ombudsman Morales has created a panel of prosecutors which was given 60 days from the filing of the complaint.
